The first International Film Festival of Pontarlier took place in 1961. The festival continues to this day, while changing its name to reflect changes in its editorial line: TRAVERSÉES from 2016 to 2018, CINÉMA AU FÉMININ in 2019-2020, and then CINÉOPEN FESTIVAL from 2021. The Festival of Animated Movies of Pontarlier was created in 2004, taking place every two years at first, before becoming annual in 2014 with the addition of a competition of short movies in 2015. In 2021, the Festival of Animated Movies was integrated to the CINÉOPEN FESTIVAL. CINÉOPEN FESTIVAL has two sections : • Animated movies • Guest country : each year an European country is put in the limelight through a various and contemporary program. A cross-cutting theme "a female gaze in cinema" is also featured in the program.

The animated movies section, developed in partnership with the National Animated Film Festival, features about 15 screening of short, medium and feature films, and animated films professionals are invited to present their work. The section culminates in the international short movies competition (four competitive sessions, including one for young audiences), which is the purpose of this call for films.
